This really isn't enforceable because our privacy law are must more stringent than the US. Your ISP can not spy on you, more turn over any info without a court order.
Hence, you would have to be a "big" downloader to draw any attention, enough for a judge to sign a warrant authroizing this type of information be released from the ISP
