So who exactly are these rich people leaving Canada? Oh I've had a couple of my wealthy friends who thought the grass was greener elsewhere. They packed it up and moved, one to England and one to Ireland. Interestingly enough they are both back home after investing considerable quantities of money in both countries and then finding out that Canada was still the place to be.

The people who leave look for countries that are tax havens. Bahamas, Belize, St. Kitts & Nevis.
You form a corporation or by a home in the host country and you don't have to pay any personal income tax or very little compared to Canada.
In K.C. Irving's circumstances, he basically owns the Maritimes and employees 30% of the population with oil refineries and paper mills.
He incorporated a holding company in Bermuda and shifted billions of dollars and million of tax dollars off shore.

btw, England and Ireland are not tax havens, they pay more tax there than here.
