What's largely fuels street crime isn't just specific crimes like drugs, prostitution or loan sharking, it is also the juvenile criminals that older gangsters recruit because they get lighter sentences...
Strengthen the young offenders act, enact special punishment for gang related offences (such as, anything of a violent nature) and the juvenile loses the protection of anonymity in the media and the public, he automatically receives a one year sentence (on top of anything else he'll get) with 12 months of probation afterwards (also on top of any other probation he'll receive). By taking these kids out of the "gang loop" you radically reduce their effectiveness to a gang. In essence, the kid will only be good for one or two crimes (until he's caught). Which is not at all like the young offenders act I remember from when I was working in Saskatoon where a kid just ran wild and no-one knew what he did, he didn’t have to worry about public accountability, taking responsibility and they’d just laugh at their sentences.
The kids at school, the parents and the teachers as well as the community will know WHO this kid is and the gang won't be able to operate in the shadows the way they like.
This is not a fool-proof suggestion, but it's better than just sitting around and doing nothing.
