Why? Everyone spies on everyone else. That's the way of the world. No one is surprised that they are being spied on, because they do it themselves, so no one is shocked when they catch a spy.

The only bad thing is getting caught. That means you weren't very good and you made a mistake. That shouldn't be punishable by death, only punishable by embarrassment and being used as currency to be exchanged for other spies who were equally sloppy.

If we shot Russian spies, then all that will engender is they'll shoot ours instead of using them to embarrass us.

The Russians usually pop any foreign agent within a few days of them being inserted into the country and quite efficiently and rapidly "disappear" them too. That's how good they are at the overall game and that's how effective the treason from the likes of Guy Burgess and Alger Hiss was and how long of a legacy that treason has had. And that's a treason that's only been amplified exponentially thanks to Assange and Snowden There's no quid pro quo to be had with the Russians. Zap their guys when you catch them because they've been doing it to yours all along. Never took you for the kind of guy that would turn the other cheek on enemy agents when our ones get processed ASAP when arrested.

The Russians don't pop our people. They hold them and see if we want to exchange them for one of theirs. We do the same thing.
