Football victories brought a financial windfall. In 2014, Baylor opened a new, $250-million on-campus football stadium and Starr became one of the leading voices among the presidents in the Big 12.
That's the heart of the story. Protecting the cash flow from the football program was the priority just the same as it was at Penn State and every other college with a football program.
This will continue to occur until the alumni assosciations responsible for driving these policies are prosectued and sent to prison for their various criminal conspiracies.
