This MO of distraction theft perpetrated on senior citizens was in the news in Vancouver a while ago. There was a rash of the crimes.
It was Gypsies. It was part of an organized group. They've been around for some time throughout Canada, and CBC knows about it. I imagine telling you the whole story would be racist though.
