Between adult males it is.

Most Muslim-majority countries read the quoran surah 52:24 and 76:19 as permitting man-boy relations. By this I mean to say that I don't know of one that forbids it. The first passage explicitly lists young boys as available for pleasure (the reference to 'pearls' is also applied to young women elsewhere in the quoran and the implication is overtly sexual in nature).

The net of this stuff is that boys are effectively considered the same gender as women and girls. Therefore there's no violation of the prohibition of homosexuality.

Pedophilia and Homosexuality are not the same thing. Even the Boy Scouts have come to recognize this.

I think the first rule of Homosexuality and Heterosexuality are the same - it needs to be consensual. If it's rape, then it's not based on sexual preference, but on a need for control.

You know, I've always detested that very popular argument because it casts the rapist as a victim of some sort of need for personal validation instead of as the selfish bastards they truly are.
