It would seem she was treated better than any non Québécois Canadian citizen moving to Quebec would have been, especially those who spoke no French!
I got treated that way when I worked for Intel and we tried to buy something from a company in Montreal. They demanded that the
authoritative contract be drawn in French.
We bought from one of their competitors in Orlando, Florida instead.
In short: They do this even if it costs them money. It's how they roll.
