Ferguson is just an extreme example of a city where the police have antagonized the locals so much that they're simply seen as an armed gang.

The best thing that can happen here is for the police department to be disbanded and to turn over policing to the Sheriff's department as Midwesterners typically hold sheriff's departments in high esteem.

Give it a few years and then try having a local PD again.

Hopefully everyone calms the fuck down. However, it sounds like a whole cleaning of the Police, Courts, and even Local Government is needed to fix that mess.
