I think we already have something like this. Good idea, but won't do much to end extremism. Jihadi John would have slipped under this, since he became a citizen while a young kid. Our two lone wolves also would not have been caught by this.

The new counter-extremism policy targets a much broader problem than just finding and catching terrorists and aims to tackle radical preachers and individuals who try to brainwash others and encourage them to embrace extremist views.
All very good, but why no concrete provisions given. IF we want to keep some sense of right to free speech, this sort of thing is very difficult to enforce without stepping over the line.

The Home Office draft document says it is not “primarily” directed at terrorism, but at behaviour which, while “often legal”, is said to cause social division and “very significant damage to our communities”.
If the behavior is legal, probably new laws won't be effective. Time to look at root causes.

The Sunday Telegraph can disclose that an extremist who has called for the killing of British troops, Azad Ali, was joined in Parliament by the Labour MPs Yasmin Qureshi, Andy Slaughter and Gerald Kaufman and Sayeeda Warsi, the former Tory communities minister, to launch a “Muslim manifesto” for the general election.

The US seems to be doing the best with their Muslim immigrants, the majority of which are Arab and doing very well. Something to be said for the melting pot. Maybe it's because they take less Muslim refugees, have more economic immigrants?
