Have to sign my second term in July. Also looking to purchase a second house so I can rent out the current one. Would be nice if the rates stay low until after the summer so I can lock in a good rate for the next 3-4 years.

First, lock your mortgage in as soon as you can, don't wait for July.

Second, don't buy another house now.
