Aren't the dispensary licenses federal jurisdiction? So maybe any offences have to be investigated by a federal police force instead of a municipal or provincial police force (I'm just guessing here)?

Those are the federal variety.....
The provincial bad guys are usually located in Surrey/Newton/South Surrey.....

Well no, If you're going with the logic of the above, then BC's chief criminal lives in Victoria and Kelowna. At least I think she finally got a place in Kelowna.
