Or, in the case of Veterans Affairs, insitute bureaucratic impediments that makes it impossible to spend their money so they have to give it all back at the end of the year.

Or, in the case of health care, start hacking into transfer payments in the name of deficit control, download the entire cost of delivery onto the provinces, but still maintain dictatorial top-down control of how any money is to be spent via the Canada Health Act. Oh, wait, that was Chretien and Martin who are now considered heroes for their debt fighting, not Harper ......

Andy's like the TeaBirchers in the US, except he's from the left instead of the right.
