I always viewed rappers as actors who have to always stay in character. His publicist probably told him not enough black kids were buying his records so he shows up at the basketball game with some stupid symbol on. As far as I'm concerned by taking this racist stance good old Jay-Z has elevated his game to the level of the Grand Imperial Wizard or that asshole Fred Phelps.

There are all sorts of not so nice things that could happen to assholes who advocate racial hatred. For him the most obvious would be career suicide but you're right that won't happen since he'll probably become a hero to another generation of black youths who feel disenfranchised and need to be told by a racist they're superior to everyone else.

Although, now that his views are out in the open he's fair game for anyone who disagrees with him and his hate filled views but, we likely won't see much of a pushback because of the "whiteman's guilt" syndrome that seems to pervade pretty much every aspect of polite North American Society.
