Displaced or stateless people, like Zeden, do not fall under the traditional definition of refugee. Refugees in Canada must demonstrate a fear of persecution in their original country. This is impossible for somebody who has spent their entire life away from persecution but is still without citizenship. ... Section 25.2 of the act allowed Jason Kenney, the former Minister of Citizenship and Immigration, to create a temporary public policy in March 2011 and offer Canadian visas to up to 1,000 stateless Tibetans on the condition that the resettlements be privately sponsored.
A statement to CTV News from the office of the Chris Alexander, the current Minister of Citizenship and Immigration, said "special measures" were developed to allow this process.

This seems like a problem for India not Canada. Or failing India taking responsibility, China. ~ Anyway these people are not refugees.

They're more so than the Sri Lankans that keep showing up here. The only problem I see is the sponsorship going the same way it did with family class immigration, ie: The sponsors reneging on their responsibility and the taxpayer getting to foot the bill.

They're Tibetan, we should be able to get Hollywood tm to put up a bond... Hollywood is a disgrace and too busy with Africa. now you know how we feel with the Mexicans and C.Americans in the US. I would grant refugee to Tibetans over any Mexicans. They face a real danger from China.

Damn Tibetan foreigner's coming to our country and taking all the good jobs. Now where the hell are all the "Real" Canadian, Buddhist Monks, Prayer Wheel Makers, and Pacifists supposed to get a job? Good for the Canadian Gov't but it may have been more appropriate to have done this in the 60's when these people were first displaced. But I suppose better late than never.

Good for the Canadian Gov't but it may have been more appropriate to have done this in the 60's when these people were first displaced. But I suppose better late than never. Back in the 60's they were likely focused on getting their country back. Not much chance of that now.

Back in the 60's they were likely focused on getting their country back. Not much chance of that now. Given who was running the show back then there was even less of a chance in the 60's than now.
