No, Putin is doing his best for his own people, but some of his people want to make some kind of a statement. Putin isn't interested in world conquest and pedophilia and the Russian Federation isn't issuing a fatwa against drawing President Putin, so there won't be an annual "Draw Putin Day" like there is a "draw Mohammed day".

One of my Russian co-workers says the painting violated the new Russian law against gay propaganda and that the seizure of the painting had everything to do with the law and nothing to do with mocking Putin. She says there's far worse about Putin that goes around and the authorities say nothing about it. In this case the issue is portraying a man in drag and that's a clear violation of the anti-gay propaganda law.
