Nope. An appointed senate doesn't have the political clout - look at ours. We only have problems with gridlock with minority parliments, and even those have never been as problematic as yours, since that would just result in another election.

If you are going to have two houses of equal political power, you need to find a way to resolve the kind of situation we see in Italy. Of course another election might do that.

Wrong a appointed senate can be stacked and rigged, no better then a elected senate which can be hung like the US. Cut playing socialist and communist poker.
