...but, the hospital should restrict access to those who need to know. Funny, they know who accessed the files, but no red flags were raised at the time she accessed them.

She might very well have had the ability to be able to access them, as part of her job. Doesn't mean she should, unless they were actually her patient.

I have access to look at huge volumes of 'sensitive' data. Doesn't mean I ever would, because I know I have no need to.
