Seems harmless giggles until you realise that half these guys will be claiming refugee status and will be arriving at YYZ or a large US airport within 12 months.

Rumor is that the Ontario government is in collusion with Environment Canada to ensure drought conditions in Southern Ontario in order to ensure that the new condos being built for these people are in similar weather conditions as home so as to make the transition easier. As well, each refugee will be given a Boston whaler, iPad with nav program, and several RPGs and AK 47s so they can easily transition back into their previous piracy careers onto Lake Ontario.
