Wasn't this country back in late 80s or early 90s in negotiations with France or the UK to buy a dozen or so brand new subs from them?

Yep. Either six Rubis class or six Trafalgars.
Either of them would've been great additions for the fleet. But I guess the feds thought that buying a quartet of second-hand damaged goods made more sense.
