India and China have far greater populations than the US and most of these people are relatively poor. You have to look at the CO2 per person as well.
Not if your priority is reducing emissions, you don't. If your priority is redistributing the wealth, you possibly have a point, but if that's your priority just admit it.

If India had to reduce its footprint these people would be consigned to a grim standard of living for a long time hence.
That would also be true of the more modern West if they actually planned to reduce emissions to any level it would matter within the paradigms of their hypothesis. Luckily reducing emissions to any significant level is not something the Paris accord actually hopes to achieve. It would however redistribute some wealth and introduce the world to a global authority that hoped for even more control.
