India and China have far greater populations than the US and most of these people are relatively poor. You have to look at the CO2 per person as well. If India had to reduce its footprint these people would be consigned to a grim standard of living for a long time hence.

Not if your priority is reducing emissions, you don't. If your priority is redistributing the wealth, you possibly have a point, but if that's your priority just admit it.

That would also be true of the more modern West if they actually planned to reduce emissions to any level it would matter within the paradigms of their hypothesis. Luckily reducing emissions to any significant level is not something the Paris accord actually hopes to achieve. It would however redistribute some wealth and introduce the world to a global authority that hoped for even more control.

Now as to China specifically - China controls the greater mass of the world's rare earth metals. Rare earth metals are necessary for things like Solar and Wind alternatives. China already issues OPEC style controls on the distribution of rare earth metals from time to time.

Although there are exceptions to the following, the greater movement of labor creating the equipment of what's called "alternative energy" is moving to China.

Of course they support the Paris accord.

In the meantime they are still building coal plants.

There's hope though. They are also moving to natural gas and hopefully their new coal plants will use the scrubbing technology they pirated from the west for less actual pollution.

I doubt they care much about CO2 though.
