I'm sorry, but no, NCR is not an excuse for leniency. If you're mentally disturbed so much that you would BEHEAD another human being, you should NEVER see the light of day, ever. Him willfully not taking his meds was the root cause. Schizophrenics are made well aware that non compliance with their medication regime can result in a psychotic break occuring. While on meds, they are mostly just like anyone else, off........

He doesn't get it, the only thing between him and the schizophrenic him is his meds. Schizophrenia isn't a hat he can take off and on at will, it's a part of him. Blaming schizophrenia for the butchering of Tim McClean is like him blaming his hand since it held the knife.
I do not trust these so called experts to try and convince us that he's safe, especially this BS interview. These psychiatrists and psychologist have a vested interest in trying to convince the public that they have some sort of voodoo that only they possess that can tell if a crazy person's a threat or not. As far as I can tell it's just medication and guesswork.
