Hmmm....I don't understand what the article is talking about, unless changesd in the last year or so an applicant has to submit a decent IELTS result ( atleast a 6 from what I recall ), the worldwide standard exam for English which many countries and Universities use, this does consist of reading, writing, speaking and listening.
Although for someone who know decent English its not had to pass but to get a good score is not easy, specially when some countries ask for a minimum mark in each band and not just an overall, I've also seen people with good English skills not get good results specially in writing and listening. Its intentionaly tricky and meant to fool if your not carefull.
Just for bragging rights I got a 8.5, max score is 9 ( Thats English professor/teacher territory )
