What does that mean?

I think Thanos has a good point. If drug use is a private market, the why does society have to deal with the fallout of that market? Sounds like the Wall Street boys - banking is private industry until it loses money, then it's everybody's problem to fix. Both "markets" need tight regulations and a way to have the market pay it's own way.

We are going to pay one way or another. We can pay to incarcerate addicts. Very expensive. People go into prison a drug addict and come out a hardened criminal. Having a felony conviction rules out most good paying jobs. Being stuck in shitty low paying jobs just helps to feed the addiction cycle. At least in rehab they have a chance to support themselves, pay taxes,and contribute to the cost of rehab.Drug addiction needs to be handled outside or the criminal court system.

We have to realize that some people will never be cured of substance abuse. They choose to live their lives that way,and will go to their grave being an addict.

Yep, and I guess that's the point of harm reduction - make drugs reasonably cheap and clean, and allow people to use them as they see fit. But if they still do crimes in that case, my patience runs out. Send them to long term rehab, locked rehab.

Well as an american (I plan on immigrating so I surf these websites) I think it's terrible but I also believe I might be able to shed some light on this article

The Democrats are the American liberal party, essentially what has happened is that the Democrats have lost a lot of the undecided AKA the massive un-informed voter demographic that makes up 90% of the country so they are trying to lean a bit more into the center...rather than fight the real troubles of today our crippling deficit, schools falling behind, corruption in local gov't, and healthcare they would spend time on trivial issues like the one in the article above

essentially the way it works is that you state the obvious and Mr.Smith Undecided Smitherson will vote for you for sharing his belief...that foreigners are not to be trusted and that drugs are bad (mmmmmmmmmmmmmkay)

(if it's free market then the rest of us shouldn't be obligated to pay for rehab for addicts with our tax dollars; I never forced anyone to get high so why should I have to pay for it when they turn into junkies and spiral out of control?) :?

You didn't force anyone to be an alcoholic but you pay for their rehab all the time. And if it's a gov't employee with a drug problem, you've been paying for their rehab since you got your first paycheque.
Pay for rehab or pay for incarceration.
I'll bet you dollars to donuts the incarceration costs would be much, much higher than the rehab costs.

I agree PA9. Locking up narcotics users makes as much sense as locking up alcohol users.

I didn't think users were locked up as a direct result of their usage. I thought they were locked up for crimes commited to further their addiction. just like an alcoholic is not locked up for being an alcoholic but for other crimes committed.

So make the junkies go to the doctor for their fix.
Poison the marijuana market by allowing anyone to grow a dozen plants without a license, only selected farmers to grow tiny 'farm income assistance' plots with a license, prohibit selling/trading/amalgamating those licenses and and have a Crown Corp buy a cigarette factory staffed with unionized too-useless-to-work-anywhere-else unemployables and distribute through gov't Liquor Stores.

What about the danger they present to themselves and others when they are intoxicated?

Do you know how hard it is to get the undercarriage of your vehicle clean when you run one of the buggars down....and they don't always carry a squeegee. Near freeze up the cops often locked up the rubbies because it was easier than fishing them out of the lake after they wandered onto the ice....or looking for bodies in a snow drift when they died of exposure.
