I am sure if I researched it I could find the answer, but I have this lazy gene so I will just ask you guys XD

If you genetically modify something, will that modification get passed on to new generations? If you did get rid of the gene for Down's Syndrome or whatever, will it be gone forever from that kids descendants(assuming of course that he/she was mated with another genetically modified being)or would it pop up again?
Also, can I get a second set of arms?

Not necessarily. The modification can only pass down if you alter the cells that give rise to the sex cells. The earlier the modification the greater that ability. For instance, bone marrow transplants mean all product cells carry the original owners genotype which is different from the person it was donated too. That won't affect any genes passed on to offspring.

Altering an eggs genes prior to fertilization will mean every cell afterwards will have that altered gene and it will get incorporated into sex cells and passed on.
