The Afghanistan Accord ends in 2011 and another agreement will have to be made. Harper has no intention of trying to predict what the world will be like 3 years from now and if the CPC get a majority, he does not want a promise that will tie his hands. Leaders know the value of a promise and will think twice before throwing them out for votes.
