The way I hear these things described is they're PVC pipe stuffed with gunpowder and glass or some other form of shrapnel but there doesn't appear to be any sort of ignition to the thing that could be depended on to work.

Sounds like a pretty standard pipebomb. I knew a kid in HS who blew his hand off building one.

I still don't see anything that contradicts this though:

But yeah, I used to know a guy who'd build them in CO2 canisters. Or at least he told me that's what the one he showed me was. Claimed he accidentally blew out the glass doors of a building with one by setting it off too close.

Sure, 9/10 times the "bomb" isn't designed to detonate, its designed to cause fear and panic. Because they are so indiscriminate in the way they kill you need to seriously be committed to what ever cause you are advancing or fucking insane.

Look at the Unibomber, some of his bombs failed to detonate.

The PIRA's bombing in Warrington in '93 really came back to haunt them because the bomb killed only 2 people. Both of which were children. It created a lot of backlash both internationally and at home in the republic.

My point exactly. They don't need to go off. It doesn't matter if they are proven later to be inert, the police respond, lights and sirens, they cordon off the area, they look very serious. They're (the fake bombs) performing what they need to do without taking a single life. They're creating fear and terror. Its the Psychology of fear. In the days after 9/11, how many "credible threats" against US (and international) landmarks were there? How many came to fruition? The mere suggestion is enough.
