Yes, that happens frequently. At that stage, however, the union is really just in the room to watch. They don't have any authority or influence on what ultimately happens to the teacher. That's decided on by the College of Teachers, where the unions are only passive observers at the hearings. If it's a serious enough violation of professional conduct, the teacher gets fired, so the transfer is only temporary anyway.
