I'm only repeating what I have heard, I don't really know the legality of it...
Does anyone have the legal obligation to report a crime TO THE COPS when they see it happen at work, or do they have to moral obligation to report it to their superiors who have the legal obligation to report it to the authorities?

Depends on the jurisdiction, but there are rare cases when you have a duty to report crime. In Canada, teachers are required to report suspected child abuse. Even in those case, the teacher could easily say "I didn't suspect it". Beyond that, there is no legal duty to report crime, even if you witness it and even if the victim is, as in this case, a child. Is that the same in Pennsylvania? I don't know.

If I witnessed this, the only legal issue that would be before the courts would be whether to charge me with murder or aggravated assault, depending on whether the sodomite survived the beating I gave him.

In Canada, teachers are required to report suspected child abuse. Even in those case, the teacher could easily say "I didn't suspect it".

Joe P. had a moral and legal obligation to go to the police on this matter, he never did. That is where Joe P. failed the University, the players, his self and more then any the VICTIMS! Every person who knew of this slimes activities had an obligation to go to the police and inform them. None of them did. Some even had legal obligations to do so. They failed in their obligations and were let go for that reason.

The legal bases is from the title IX statutes that have come up over the years with court case after court case saying that a University, its administrators and staff MUST report all sexual crimes to the police, not just campus police but city and or state police.

They did all this in 98 and the State decided not to press charges because Sandusky promised not to shower with children anymore.

How many times does a pervert have to be arrested before someone does their fucking jobs. Maybe the School President and Joe Paterno knew that no one was gonna go after Sandusky despite the fact that he was caught red handed having sex with a child.

Paterno is one hell of alot less guilty than the State Prosecutor, State Investigator, University Police and District Attorney's Office, yet they all still have their jobs.

Oh yeah, when they dealt with Sandusky in 98,,,,,,,,,,,,,,,,,,,,, he made a promise.
