To a certain degree, yes. the biggest difference between 2002 and now would be the cost of services which is directly affected by the cost of labor and indirectly affected by the cost of housing. Even in 2002, these costs were substanstially higher in Toronto than they were in western Canada.

ASLPlease, the CPI index does know show the Canadian price levels increasing from 100 to 200 from 2002 to 2010 -- they merely increased from about 100 to about 116, according to the Bank of Canada: http://www.bankofcanada.ca/en/cpi.html. It does show the general area of inflation as a result.
