Who stands up for people?
IMHO, it should be the people, but many either don't know their rights, or are too poor/weak to protect them.
Like you said, who is going to think they can out lawyer the telecom companies? Although you DO have the right to take them to small claims court, many people don't know that right exists. Even if you lose, you might still get a small victory.
Being there to see a judge tell a $1000 an hour lawyer to 'shut up' because small claims court is informal - priceless!
