Let's start with the hand-gun ban
Utter bullshit. Not going to happen nor does it need to happen.
No onto the Jamaican issue.
I spent most of my teenage years in the UK. Growing up there and attending the British school system I noticed the British black community was split into 3.
1 - Africans, they work hard and generally got good jobs. They live next to, and in, white neighborhoods, or even "African" neighborhoods that are generally safe and middle to upper class.
2 - British Blacks - These blacks either came from Jamaica, or Africa, but the catch is, it was their parents that did the immigrating. They are highly integrated in British society (but still face racism). They don't stand out from their white compatriots (such as the Africans who usually top their academic classes), but they don't fall much below. I include mixed kids in this category.
3 - Caribbean (Jamaica, Trinidad primarily) - They caused the majority of crime. They caused the majority of fights in school. And in general, the Africans hate them. They hate them because they created an undesirable stereotype of a black man. That he can engage in violence at any given time, over any given situation.
And it seems, things are exactly the same in Canada!
Now, easy enough to point out that Jamaicans can get a little rowdy. But the question becomes why? Is it because they are black? Is it because they speak Patois? Is it because they have popular reggae? Or funny hats? Perhaps not.
What is interesting to note, is the collective behavior of blacks who have descended from slaves. Why are Africans in America, more successful than African Americans? Why are African Americans more likely to engage in violence than Africans, or their children? African immigrants (although not Somalians, and there's a reason for that) tend to do very well in western society and generally stay out of trouble, and even prefer to marry white females. Caribbean, not so.
Some of these questions I have answers for, most, no. I would recommend "The Blank Slate" by Steven Pinker. Great book that can answers some of your racier questions.
