Why is Phelps considered the greatest Olympian of all time? Because he has 14 GOLD medals, not 14 medals...otherwise Russian Larissa Latynina would have that honour (18 medals).
Of course Australia thinks it's third. Check the Olympic website, not the US or Aussie or Canadian Olympic websites, but the one run by the Olympic Committee. They measure success by GOLD medals.

The IOC medal tally chart is based on the number of gold medals for country. Where states are equal, the number of silver medals (and then bronze medals) are counted to determine rankings.
