97% overflow ... one hell of an overflow. That sound like bull shit to me and very avoidable. How could someone be off the ball by such a huge margin. I could see if they rescued some animals and some of them were beyond saving. With the amount of money they probably could get their own animal shelters.

With the money PETA gets, they could put them up in a hotel.
