Of course we can affect outcomes, everything that can affect anything else does the same thing. But reality isn't necessarily going to be what we decide it to be, because there are a lot of external factors that can interfere with decisions and outcomes. The universe is both deterministic and non-deterministic.

Unless we discover a way to measure and account for every single factor that will lead to any given outcome. Then we will have no reason to play dice, because we'll already know the outcome every time.
