To get technical the closest Junior came to taking responsibility for keeping Canada safe as he opened the country up to the Sunni Muslims of the Syrian war zone was a claim of commitment to security. The implication being he would 'keep Canadians safe.'

But when you combine that with his infamous tweet of what sounded like an open-ended invitation to the world's refugees, it does seem to imply a kind of naive confidence in his ability to make good on his commitment.

Unfortunately he was talking about large scale terrorist attacks and forgot that given human nature there was going to be at least one of the Syrian refugee's who'd go off the rails and commit a heinous crime which is to bad, especially for one young girl.

But I can see where people get literary license to change things into what suits them best because when talking about ISIS fighters returning he unequivocally stated:
