Pretty cool story. But it seems more likely to me that he's not thinking that logically or strategically. Stabbings are in the news, he's probably just picking that up and acting out. Ie he's using the words he's heard others use who act out, fleshing out the inchoate psychic storm he's experiencing. Maybe he converted, but just as likely he didn't. If witches were in the news, he'd be killing them.
You might be right about the randomness of it. The convert thing seems extremely unlikely based on the fact that police are unable to find any connection to Islamic groups, but are unable to even find connections to Islamic individuals:
