In what way do you imagine a corrupt leaders benefits from saying no?
It's actually the opposite, with a corrupt leader reaping a lion's share of the financial benefits via direct kickbacks, awarding contracts to business that are secretly (or not so secretly) owned by them and their family members, lucrative "consulting" or "director" appointments to the other businesses involved, etc.
