If a company wants to run a pipeline through let the Natives and the company negotiate without interference while environmental guidelines will be followed.


That's already happening. Often the natives say no.

In Prince Rupert that band took a vote and turned down $1 billion because it would impact their fisheries. Other bands are in support of it, I believe. You're always going to get a patchwork of for and against, some holding out for more, some actually serious about protecting their environment.

In what way do you imagine a corrupt leaders benefits from saying no?

It's actually the opposite, with a corrupt leader reaping a lion's share of the financial benefits via direct kickbacks, awarding contracts to business that are secretly (or not so secretly) owned by them and their family members, lucrative "consulting" or "director" appointments to the other businesses involved, etc.
