Canned corned beef and a corned beef brisket are about as dissimilar as canned ham or spam and a real baked ham. I actually prefer pastrami over corned beef(which I like ) which is smoked before pickling...that's the main difference between the two.
I guess now we are talking about 3 different things. Corned beef - brisket that is kept in brine and spices for a couple weeks, then simmered with vegetables (turnip, cabbage, potato) for hours. Pastrami - same, but smoked. Montreal smoked meat is similar, just different spices.
Bully beef or 'naval beef' is end cuts and trimmings that is packed in salt for months and requires long cook times to approach any semblance of food.

I always thought of this crap as 'bully beef'. It's the crap no one else wants, and doesn't require refrigeration because of the high salt content.
I wouldn't touch canned beef or potted meat unless I was starving and was out of dog food.
