Would the course be free? Otherwise its analogous to a poll tax.

I think some hunter groups might offer it for free, but the guy I took it from did it as a part-time job. Cost me a few hundred iirc. Good time though. Took about 14 hours on a saturday to do restricted and non-restricted course at the same time.

"Might be free" wouldn't hold up.

Would there really be constitutional issues with making people prove they know how to safely handle firearms before allowing them to buy them?

If the precedent on poll taxes and literacy tests means anything, yes.

So how do drivers licences pass?

Also, could you maybe point me to some info on how poll taxes or literacy tests apply here? Everything I've found applies to voting rights. Specifically for blacks and immigrants. I don't see how it could really apply to gun ownership.

Driver's licensing doesn't set a precedent as that's not a constitutionally protected right. Legal precedent in voting rights do apply because voting is a constitutional right, just like gun ownership. There is precedent for limiting these rights to certain individuals such as felons, but no precedent to prove oneself beforehand.

The voters and their representatives could change all this of course, but amending the constitution would be a much longer process that passing a law.

But wouldn't the "well regulated" part of the amendment make it possible to impose certain conditions, like proof of competence, on gun ownership?

Right now, the legal opinion is that the "shall not be infringed" part is the important part.

How about instead of "well regulated" Militia's they change the second ammendment to "well regulated" Parents. I'm pretty sure banning certain people from reproducing would go alot farther than any gun legislation in making children safer in America.

Aren't the people who want voter ID laws passed mostly the same people who think gun ownership can't be limited?

To say you are at best confused is being polite.
