What's crazy here is that public money is being spent on the cull instead of just issuing hunting licenses and having willing hunters pay for the privilege of hunting the deer and then keeping the meat instead of wasting it.

That is what Duluth, Minnesota did allowing bow hunting on the out skirts of the city apparently it is working.
This year Thunder Bay, Ontario will also be allowing bow hunting as well on the out skirts of town.
I do not hunt big game anymore but I have nothing against anyone doing so at least a hunter would make good use of the meat and be willing to pay for the privilege like Bart said.

Hunter also actually follow the hunting rules and won't have the horrendous advantage of being able to drive along a road and shoot one or put down poison, the smartest, fastest, and sharpest deer will survive, we're helping evolution.

Not sure what is lost on you. The deer live in the municipality... around homes... in a fucking city. Short of drawing you a cartoon, I'm not sure how better to explain to you that hunters letting off bullets, bolts, or arrows in a crowded neighborhood is only the type of brainchild you'd hatch.
