I agree that the state has a responsibility to keep a watch over such things, I think it can do more than it is without resorting to the sledgehammer approach of just keeping SSM illegal, PARTICULARLY in the US.
In Canada, a woman who gives birth is entitled to 15 weeks of unpaid leave, with an additional 35 weeks of leave which can be shared with the father. The 35 weeks is also available to adoptive parents. This leave becomes paid leave at 55% of salary if the parent has worked at least 500 hours in the 12 months prior to birth or adoption.
The US offers 12 weeks unpaid leave to mothers and fathers. No paid leave. And this is only available to public employees and employees of companies which employ at least 50 people within a 75 mile radius.
These leaves could be boosted if you wanted to encourage people to have children, whether or not you allowed SSM.
