Political unrest in Norway is all most non-existent. Norway is an active participant in Afghanistan and Libya so it would make sense to target them. We saw the same sort of thing in the beginning of the Afghanistan mission; they went after the weaker allies first and foremost to try to dissuade them from being involved.
