If there was proof that Obama wasn't born in America, it would have come out when he was elected a senator in 2004. Bush was in office, and I'm guessing the U.S. government runs a pretty thorough background check on freshman senators.

note Schwarzenegger as Governor of California. He was born in Austria.

Wrong kind of background check. For example, being a member of the Alaskan Separatist Movement would not legally keep someone out of Congress, but the government might want to know things like that.
