'as per'. Obviously, 1/2 the cost of the $85,000 is going
directly into 'someones' pocket, simply because no one has publicly spoken out against this cost. ( What the hell are you waiting for andy?)
Based on what I was able to find, in 10 minutes, on the exact same kind of construction done locally, it's also pretty obvious that 'you's' got the wrong consultants!
