With the multitude of bellegerent idiots around the world, the US navy ensures none of them will mess with the Yanks as they can be easily destroyed by US naval nukes, air-power, the US Marines, hunter killer subs etc. I think that about sums up US naval strategy.
Most of those beligerent idiots have little real blue water capability. North Korea has lots of ships in its navy, but they're primary use is for littoral warfare and for the most part are crap. China has a large navy, but the majority are used for Littoral warfare. Even Russia has let its navy go, and even though its regrouping, it still has a long way to go. China is building, but its eye is fixed on Taiwan and the Yellow Sea.
Iran, whatever. Canada could sort out the Iranaian navy.
I get the reason for big navies and my original point to GT stands. The US has no direct belligerents that have the maritime capability that justifies the massive size of their navy. The USN is used for many other reasons than directly combatting belligerents.
The build up of the Brazilian Navy will be for the same reasons.
