Building codes can be 'overlooked' in these places for some Pesos or Rupees.

Concur. Acapulco is a great example. You hang around the bay and things are pretty nice. But go through the tunnel to the other side of the mountain and you'll see the Acapulco that 85% of Acapulco residents see.

It's sometimes shocking the level of poverty you see there. And the city itself...it looks like any number of African cities I've seen over the years. And I ain't talking about Joberg.

Whats interesting is those same codes are bypassed in places like Istanbul,

where they have regular earthquakes
