I could own a rifle and have offensive capabilities, the difference for Japan is that they don't pursue weapons that are only an offensive type. Japan could go nuclear in under a month, they simply choose not to.

But that's the thing. Nobody really knew about the effects of nuclear weaponry until after World War II. Hell, John Wayne had a movie filmed at a bomb test site. The effects of radiation we're fully understood until after the bombs were used.
