Discretion? This is a bureaucracy, rules are handed down from on high. If teachers started using judgment commonsense might come into the equation and show how stupid the rule was in the first place.

Body bags? Why not send body bags when you are sending other material and supplies? Of course not, it might suggest that you think people could die.
