There is no law against killing yourself, but if the authorities think you are going to harm yourself they can detain you.

So why don't they do the same with the "problem" homeless?
I like to make a difference though, between the ones that choose to live on the streets, and those that don't, but don't know otherwise or those that have no other choice.
The ones that choose to live on the streets usually don't want any help. But to people that want to be helped but don't know how to find help, we should reach out.

(I was gonna say "what if I succeed, will they sue me?" but I think that is kind of in bad taste, right? )
